The Special Investigation Team (SIT) examining allegations of irregularities in donations made at the Ram Janmabhoomi Temple in Ayodhya has recommended significant administrative reforms, including the appointment of a Chief Executive Officer (CEO) to oversee temple operations.
The three-member SIT submitted its preliminary report to the Uttar Pradesh Home Department after completing an initial inquiry into allegations concerning the handling of devotees’ donations and financial management practices.
The report was submitted by Lucknow Divisional Commissioner Vijay Vishwas Pant to Additional Chief Secretary (Home) Sanjay Prasad.
Recommendation for Trust Restructuring
According to sources familiar with the inquiry, the preliminary report recommends a comprehensive restructuring of the temple’s administrative framework to strengthen transparency, accountability and operational efficiency.
Among the key recommendations is the appointment of a CEO on the lines of management systems followed at major religious institutions, including the Kashi Vishwanath Temple.
The proposal is aimed at improving oversight of financial transactions, donation management and day-to-day administrative functions.

Investigation Examined Donation Procedures
The Uttar Pradesh government constituted the SIT on June 13 following allegations regarding the handling of donations and offerings made by devotees.
During the inquiry, investigators reviewed donation collection mechanisms, cash-counting procedures and financial records. Statements of nearly 150 individuals associated with temple administration and related operations were also recorded.
Officials said the probe examined systems governing donation boxes, banking processes and the handling of valuable offerings.
Final Report Yet to Be Submitted
Authorities stated that the preliminary report contains several recommendations intended to improve oversight and strengthen institutional safeguards.
However, the complete findings of the report have not been officially released.
Speaking after submitting the report, Commissioner Pant said the investigation remains ongoing and that a final report is expected within the next 10 to 15 days.
He noted that the current submission is based on information gathered so far and should be viewed as an interim assessment rather than a final conclusion.
Allegations Triggered Investigation
The inquiry was launched following allegations that cash donations and valuable offerings made to the temple may not have been properly accounted for.
Questions were raised regarding the management of donated cash, precious metals and other offerings associated with the temple.
The allegations have generated political debate, with opposition leaders demanding greater transparency and accountability in the handling of donations.

Political Reactions Continue
Several opposition leaders have called for detailed disclosure of the investigation’s findings.
Samajwadi Party president Akhilesh Yadav has demanded regular public updates on the probe, while Congress leader Imran Masood questioned the absence of a formal criminal case despite the allegations.
Officials have maintained that the investigation is continuing and that further action, if required, will be determined after the submission of the final report.
