In one of India’s largest recent counter-terror operations, the Jammu and Kashmir Police have busted a transnational terror network linked to proscribed groups Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGuH).
The operation led to the arrest of eight individuals — including three doctors — and the seizure of 2,900 kg of explosives, sophisticated weapons, and encrypted communication devices.
Case Origin: Jaish Posters in Srinagar
The investigation began on October 19, 2025, after posters bearing the JeM name surfaced in Nowgam, Srinagar, threatening police and security forces.
An FIR (No. 162/2025) was filed under the UAPA, Bharatiya Nyaya Sanhita (BNS), Explosive Substances Act, and Arms Act.

Trail Leads to Faridabad: Explosives Seized
CCTV footage led police to Dr. Adeel, a Kashmiri-origin doctor in Saharanpur, Uttar Pradesh, who upon interrogation revealed links to Dr. Muzammil Ahmad Ganaie of Pulwama.
Raids on Muzammil’s rented residence in Faridabad, Haryana uncovered 360 kg of explosive material, followed by a second haul of 2,583 kg at the house of a local imam — totaling 2,900 kg.
Radicalised Professionals and Encrypted Network
According to J&K Police, the module involved radicalised professionals who coordinated with foreign handlers via encrypted apps. Funds were raised through professional and academic circles, camouflaged as social initiatives, and used to procure arms and IED materials.
The group aimed to manufacture IEDs and conduct nationwide attacks, later forming their own militant outfit aligned with Lashkar-e-Taiba and JeM.
New Arrest in Lucknow
A fresh arrest of Dr. Shaheena, affiliated with Al-Falah University, was made in Lucknow. Her car, previously seized, contained an AK-47 rifle and live cartridges linked to the Faridabad operation.
Accused Identified
Eight individuals have been arrested so far:
- Arif Nisar Dar alias Sahil (Nowgam)
- Yasir-ul-Ashraf (Nowgam)
- Maqsood Ahmad Dar alias Shahid (Nowgam)
- Molvi Irfan Ahmad (Shopian)
- Zameer Ahmad Ahanger (Ganderbal)
- Dr. Muzammil Ahmad Ganaie (Pulwama)
- Dr. Adeel (Kulgam)
- Dr. Shaheena (Lucknow)

Explosives and Weapons Recovered
Recovered items include:
- 2,900 kg of IED materials (chemicals, circuits, timers, metal sheets)
- Two pistols, one AK-56 rifle, one AK Krinkov rifle, and ammunition
- Vehicle with firearms, including one AK Krinkov rifle and magazines
Financial Probe Underway
Police have launched a detailed financial investigation to track fund flows and identify additional members of the network. Officials said further arrests are expected as the probe widens.
