The Union Cabinet on Wednesday officially recognised the November 10 car explosion near Delhi’s Red Fort as a terror attack, condemning it as a “heinous, dastardly and cowardly act” that claimed 12 lives and injured several others.
The resolution marks the first official acknowledgment of the Red Fort explosion as a terror-related incident, underscoring the government’s intent to ensure swift justice.
Cabinet Condemns Attack, Offers Condolences
Reading out the resolution, Union Minister Ashwini Vaishnaw said,
“The country has witnessed a heinous terror incident perpetrated by anti-national forces through a car explosion near the Red Fort on the evening of November 10, 2025.”
The Cabinet expressed deep condolences to the bereaved families and paid tribute to the victims of what it called a “senseless act of violence.”
“The Cabinet prays for the speedy recovery of those injured and appreciates the tireless efforts of medical personnel and emergency responders,” the statement added.

Zero Tolerance Towards Terrorism
In its strongly worded resolution, the Cabinet reaffirmed India’s zero-tolerance policy towards terrorism in all its forms.
“The Cabinet unequivocally condemns this dastardly and cowardly act that has led to the loss of innocent lives. India stands firm in its resolve to eliminate terrorism from its soil,” it said.
The resolution also lauded the timely and coordinated response of Delhi Police, security agencies, and citizens, while appreciating the international messages of solidarity received from several governments.
Swift, High-Level Probe Ordered
The Cabinet directed law enforcement agencies to pursue the investigation with urgency and professionalism, ensuring that those responsible—including perpetrators, collaborators, and sponsors—are brought to justice without delay.
“The situation continues to be closely monitored at the highest levels of government,” the resolution noted.
Background: The Red Fort Terror Blast
On Monday evening, a high-intensity explosive device detonated inside a car near the Red Fort Metro Station, killing 12 people and injuring dozens.
The Delhi Police registered a case under the Unlawful Activities (Prevention) Act (UAPA) and the Explosives Act. Multiple raids have been conducted to track down suspects.

Authorities have since tightened security across the national capital, including airports, metro stations, and public spaces, with Delhi remaining on high alert.
Several individuals, including medical professionals from Haryana’s Al-Falah University, have been detained for interrogation over alleged links to a white-collar terror module connected to Jaish-e-Mohammed (JeM) and Ansar Ghazwat-ul-Hind (AGuH).
